The Honourable Bal Gosal, Minister of State (Sport), and B.C. Finance Minister Kevin Falcon are pleased to announce the results of Report 7 of the study conducted by consulting firm PwC.

The report points to wide-ranging positive social and economic impacts for British Columbia and Canada from the planning and hosting of the Vancouver 2010 Olympic and Paralympic Winter Games.

The report covered the period of 2003 to the end of 2010. Positive impacts were recorded in all eight areas studied. The greatest impacts occurred in:

  • Employment, where over 45,000 jobs were created.
  • Sport development, where our athletes have improved tremendously.
  • Environmental sustainability.
  • Arts and culture.
  • Tourism.

The PwC report is part of a series commissioned by the governments of Canada and British Columbia to measure social and economic impacts of the Games.

"We have seen the incredible benefits the 2010 Winter Games brought to B.C. and Canada, and this report demonstrates without a doubt that the Games gave the economy an important boost," said Minister of State Gosal. "Our investments achieved their intended results, including improved athlete performance in international competition, made-in-Canada innovations in building design, unprecedented Aboriginal participation and socio-economic benefits."

In addition, from 2003 to the end of 2010, the Games generated at least $2.3 billion in real gross domestic product (GDP) to B.C. alone. About 70 per cent of Games-related procurement contracts by value went to B.C.-based companies (valued at $1.1 billion).

The findings of this report also demonstrated that investments in sport achieved the intended results. With 14 gold medals, Canada broke the record for most gold medals ever won by a country at a single Olympic Winter Games.

"As we look back on one of the most exciting events in B.C. history, it's gratifying to see that we delivered on the economic, social, and athletic development benefits at a time of significant global economic challenges," said Minister Falcon. "While only the future can tell the full story on the economic benefits, these results point to the powerful economic lift from the Games we've been able to identify."

The report found that nearly 650,000 people from Canada and the rest of the world came to B.C. for the Games in February 2010. Roughly 407,000 were international visitors, with 324,000 from the U.S. and 83,000 from other countries. Incremental tourism spending during the Games is estimated at about $228.1 million.

"Report 7 provides the best snapshot to date of the impacts of the 2010 Games on the economy and communities in Canada, as we were able to replace some earlier economic modelling estimates with actual data from the Games period and the nine months following," said Michael Calyniuk, partner and leader of PwC's Economics and Statistics practice in B.C..

The report also noted that significant benefits went to B.C. Aboriginal people and businesses. An estimated 2,000 jobs were created for Aboriginal workers and $59 million in Olympic-related procurement contracts were awarded to Aboriginal businesses. It also identified substantial regional benefits, including the development of a $30 million world-class Northern Sports Centre in Prince George.

PwC has been monitoring the impact of the Games since 2008. It has previously produced studies on the Sydney 2000 Summer Games and the London 2012 Summer Games.

2010 Games Socio-economic Impact Study

The Government of Canada and the Government of British Columbia (through their respective 2010 Winter Games Secretariats) jointly commissioned an independent study of the direct and indirect impacts of hosting the Vancouver 2010 Olympic and Paralympic Winter Games (the Games). This study reports on the impacts experienced in key topic areas during the period from 2003 to 2010.

PricewaterhouseCoopers (PwC) has been undertaking this work, providing research and benchmarking services, and developing a series of reports outlining the results analysis. A Framework Report (Report #1) was developed to outline the economic and social indicators to be examined, as well as methodologies to be used in collecting data for the study.

The reports were released beginning in 2009. Each data report examined eight topic areas: economic development, business development, employment, social development, environmental sustainability, arts and culture, sport development, and tourism. Aboriginal participation was also examined as a special area of focus.

This study is among the most thorough and comprehensive of its kind and assessed and measured the economic and social impacts that resulted leading up to and including the hosting the Games. The study also serves as a legacy to be followed by future hosts of Olympic and Paralympic Games and other major international events.

The 2010 Olympic and Paralympic Winter Games Federal Secretariat (Federal Secretariat)

The Federal Secretariat, a division of the Department of Canadian Heritage, was the focal point for the Government of Canada's participation in the Games. The Federal Secretariat pursued activities to foster positive domestic and international exposure to help make these "Canada's Games," to globally position Canada as a country of excellence and innovation, and to ensure that the Games left sustainable social, cultural, economic, and sport opportunities and legacies for all Canadians. The Government of Canada's total commitment to the Games was $1.23 billion.

The B.C. 2010 Olympic and Paralympic Winter Games Secretariat

Working within the former Ministry of Healthy Living and Sport, the British Columbia 2010 Olympic and Paralympic Winter Games Secretariat (B.C. Secretariat) was the provincial agency responsible for overseeing British Columbia's Winter Games financial commitments and ensuring our Olympic vision was achieved.

The primary role of the B.C. Secretariat was to provide the strategic leadership, co-ordination, and oversight to ensure the Province met its financial infrastructure and service commitments. The Province committed $765 million to the Games' venue construction, endowments, legacies and other requirements.

La firme PwC constate la croissance des emplois et de l'économie

grâce aux Jeux d'hiver de 2010 dans son 7e rapport

L'honorable Bal Gosal, ministre d'État (Sports), et M. Kevin Falcon, ministre des Finances de la Colombie-Britannique, sont heureux d'annoncer les constatations du 7e rapport de l'étude menée par la firme PwC.

Le rapport révèle une vaste gamme de retombées sociales et économiques positives pour la Colombie-Britannique et le Canada en raison de la préparation et de la tenue des Jeux olympiques et paralympiques d'hiver de 2010 à Vancouver.

Le rapport porte sur la période de 2003 à la fin de 2010. Les auteurs ont constaté des retombées positives dans les huit secteurs étudiés. Les plus importantes retombées ont eu lieu dans les secteurs suivants :

  • La création d'emplois, avec plus de 45 000 nouveaux emplois;
  • Le développement sportif alors que les athlètes canadiens se sont énormément améliorés;
  • La viabilité environnementale;
  • Les arts et la culture.

Le rapport de la firme PwC s'inscrit dans une série d'études commandée par les gouvernements du Canada et de la Colombie-Britannique afin de mesurer l'incidence sociale et économique des Jeux d'hiver de 2010.

" Nous avons pu constater que la Colombie-Britannique et le Canada ont nettement tiré avantage des Jeux d'hiver 2010, et le rapport révèle, sans l'ombre d'un doute, que les Jeux ont insufflé un vif regain à l'économie canadienne. Nos investissements ont atteint les résultats recherchés, notamment en donnant la chance aux athlètes d'améliorer leur performance sur la scène internationale, en mettant en valeur la conception architecturale novatrice qui caractérise le Canada, en faisant appel, pour la première fois, à la participation des Autochtones, et ce, tout en retirant des avantages socioéconomiques ", a déclaré le ministre d'État Gosal.

De plus, de 2003 à la fin de 2010, les Jeux ont représenté au moins 2,3 milliards de dollars du produit intérieur brut dans la seule province de la Colombie-Britannique. En se fondant sur la valeur des contrats accordés, près de 70 p. 100 des contrats d'une valeur de 1,1 milliard de dollars ont été exécutés par des entreprises de la Colombie-Britannique.

Le rapport démontre aussi que les investissements dans le sport ont atteint les résultats espérés. Avec 14 médailles d'or, le Canada a brisé le record de médailles d'or remportées par un seul pays au cours de Jeux olympiques d'hiver.

" Lorsque nous songeons à ce qui fut l'un des grands moments de l'histoire de la Colombie-Britannique, il est gratifiant de constater que nous avons obtenu les retombées économiques, sociales et sportives escomptées malgré les difficultés économiques que le monde traversait, a déclaré le ministre Falcon. Bien que seul l'avenir puisse nous apprendre toute l'étendue des retombées économiques, ce rapport cerne les retombées les plus significatives à ce jour. "

Selon le rapport, près de 650 000 personnes, venues du Canada et d'ailleurs au monde, ont convergé vers la Colombie-Britannique pour les Jeux en février 2010. Parmi celles-ci, environ 407 000 étaient des touristes de l'étranger, dont 324 000 en provenance des États-Unis et 83 000 d'autres pays. On estime que les dépenses des touristes venus pour les Jeux ont atteint 228,1 millions de dollars.

" Le 7e rapport de la firme PwC nous offre le tableau le plus complet à ce jour des retombées des Jeux de 2010 pour l'économie et les collectivités canadiennes. Nous avons pu remplacer les estimations précédentes par des données réelles sur la période des Jeux et les neuf mois subséquents ", a déclaré Michael Calyniuk, associé et directeur des études économiques et statistiques de la firme PwC en Colombie-Britannique.

Le rapport indique aussi que les Autochtones et les entreprises autochtones ont beaucoup bénéficié des Jeux. On estime que les Autochtones ont obtenu 2 000 emplois et que les entreprises autochtones ont décroché des contrats liés aux Jeux d'hiver de 2010 dont la valeur atteint 59 millions de dollars. Enfin, le rapport indique des retombées économiques locales importantes dont l'aménagement d'un centre de sports nordiques de calibre mondial de 30 millions de dollars à Prince George.

La firme PwC étudie les retombées des Jeux d'hiver de 2010 depuis 2008. Elle a réalisé des études semblables pour les Jeux d'été de Sydney en 2000 et le fera pour les Jeux d'été de Londres en 2012.

Étude des retombées socioéconomiques des Jeux d'hiver de 2010

Le gouvernement du Canada et le gouvernement de la Colombie-Britannique (par l'entremise de leur secrétariat respectif des Jeux de 2010) ont commandé une étude indépendante des retombées directes et indirectes de la tenue des Jeux olympiques et paralympiques d'hiver de 2010 à Vancouver (Jeux d'hiver de 2010). Cette étude devait porter sur les retombées constatées dans certains domaines clés durant la période de 2003 à 2010.

La firme PricewaterhouseCoopers (firme PwC) a entrepris ce travail qui comprend les services de recherche et d'établissement des données de base ainsi que la publication d'une série de rapports des analyses. La firme PwC a préparé un premier rapport-cadre sur les indicateurs sociaux et économiques qui seront pris en compte ainsi que les méthodes de collecte de données.

La firme PwC a commencé à publier les rapports en 2009. Les rapports individuels portaient sur les huit domaines clés suivants : le développement économique, le développement des entreprises, l'emploi, le développement social, la viabilité environnementale, les arts et la culture, le développement sportif et le tourisme. De plus, la firme PwC a examiné la participation des Autochtones.

Cette étude est la plus complète en son genre à avoir été menée. Elle a permis de mesurer et d'évaluer les retombées sociales et économiques de la préparation et de la présentation des Jeux d'hiver de 2010. L'étude servira d'outil aux prochaines villes qui accueilleront les Jeux olympiques et paralympiques ou d'autres manifestations internationales d'envergure.

Le Secrétariat fédéral des Jeux olympiques et paralympiques d'hiver de 2010 (le Secrétariat fédéral de 2010), qui relève du ministère du Patrimoine canadien, était au cœur de la participation du gouvernement du Canada aux Jeux. Le Secrétariat a mené des activités pour donner une image positive des Jeux au Canada et à l'étranger afin d'en faire des Jeux pour tout le Canada; de présenter le Canada comme un pays d'innovation et d'excellence; et d'assurer que les Jeux laissent un héritage durable sur les plans social, culturel et sportif, et ce, au bénéfice de tous les Canadiens et Canadiennes. En tout, le gouvernement du Canada a affecté la somme de 1,23 milliard de dollars aux Jeux olympiques et paralympiques d'hiver de 2010.

Le Secrétariat des Jeux olympiques et paralympiques d'hiver de 2010 de la Colombie-Britannique (Secrétariat provincial de 2010), qui relevait de l'ancien ministère de la Vie saine et du Sport, était l'organisme responsable des investissements du gouvernement provincial dans les Jeux d'hiver de 2010 ainsi que de la réalisation de sa vision olympique.

Le principal rôle du Secrétariat provincial de 2010 était d'assurer l'orientation stratégique, la coordination et la supervision afin que le gouvernement respecte son infrastructure financière et ses engagements en matière de services. Le gouvernement provincial a affecté 765 millions de dollars à la construction des installations, aux fonds de dotation, aux legs des Jeux d'hiver de 2010 et autres.
