Key steps in the Victoria-Esquimalt policing action plan are now complete, including the appointment of Lee Doney as lead facilitator to assist the parties in developing their new policing framework.
Appointed by the director of police services, Doney will work with representatives for Victoria and Esquimalt to reach a policing framework agreement that includes:
- An effective service delivery model.
- An equitable funding formula.
- A transparent and accountable budgeting processes.
- Predictable conflict resolution.
Doney has significant experience in public sector service delivery and governance, having served as a deputy minister for 17 years and as an executive on several public sector boards, including the BC Labour Force Development Board and the Workers' Compensation Board.
The ministry's Police Services Division also continues to implement steps from the action plan, including arranging board training on governance and structure and establishing a municipal leadership group to work with Doney.
Once implemented, the framework agreement will be reviewed after three years by the director of police services to ensure it addresses all the parties' needs around service delivery, funding, budgeting and conflict resolution.
