British Columbians have the opportunity to comment on new intentions papers for the compliance framework and offset regulation being proposed under the Greenhouse Gas Industrial Reporting and Control Act.
The compliance framework describes the obligations of regulated operations. The elements of this framework include setting information requirements for regulated operations, and establishing the price for a funded unit that may be used by an operation to meet compliance obligations.
Additionally, the compliance framework intention paper describes how administrative penalties are levied under the Greenhouse Gas Industrial Reporting and Control Act for operations that do not comply with legislated requirements.
The offset regulation sets out criteria to ensure offset emission reductions are real, verifiable, incremental and permanent by establishing a single standard for developing compliance grade offsets issued by the Province.
These intentions papers complete the trio of proposed regulations for the Greenhouse Gas Industrial Reporting and Control Act. The public comment period on the reporting regulation closed April 20, 2015.
From now until Aug. 21, 2015, First Nations, stakeholders and the general public can read the proposed regulations at http://ow.ly/PBV9N and submit comments to: climateactionsecretariat@gov.bc.ca
Comments will help government finalize the regulations, which are expected to come into force in the fall of 2015.
