Safety is the top priority in B.C.’s limousine industry

Since the Government of B.C. changed the licensing regulation for perimeter seating limousines last year, 77 licensees have been approved by the Passenger Transportation Board to operate 170 vehicles with a special authorized licence.

Licensees are restricted on areas of operation, fleet size, and a requirement to operate their vehicles in compliance with the Liquor Control and Licensing Act. It is illegal to consume liquor in any public place, including any commercial passenger vehicle. Licensees must also charge Board approved rates. The registrar has the ability to issue administrative fines up to $1,500 or administrative penalties to licensees found to be in non-compliance with the terms and conditions of a licence.

The registrar can also, at any time, investigate whether a licensee is a fit and proper person to provide a service and is capable of providing a service. Administrative penalties may include the suspension or cancellation of a licence.

Since the enhanced licensing requirements came into effect on May 1, 2015, the Passenger Transportation Registrar has issued five administrative fines to operators:

  • Three related to non-compliance with the Liquor Control and Licensing Act
  • Two for operating more vehicles than permitted under the licence

In addition, one operator’s licence was cancelled by the Passenger Transportation Board following a carrier fitness review.

Police are also able to issue roadside tickets to drivers and passengers in cases where the Liquor Control and Licensing Act is violated. These violation tickets may impact an operator’s safety profile.

Operators are not required to provide chaperones. However, some companies provide these services voluntarily as a safety measure.
