Plan for phased closure of camp

Following discussions, staff developed a potential plan for the closure of the camp in a phased process, allowing for a transition to new temporary modular housing in late November 2018.

This closure would happen in an organized and respectful way, while supporting the vulnerable individuals involved in the transition into the modular homes.

The phased closure would include enhanced on-site supports and visible security to control access to the camp and prevent its further growth. It would also involve outreach services to connect people experiencing homelessness to housing, the removal of vehicles from the camp, as well as site clean-up and garbage removal to address fire and safety concerns.

If accepted, a team including city staff, RCMP, bylaw officers and Island Health will collaborate with outreach workers and other partner agencies, including BC Housing and the non-profit housing community, to ensure that the closure of the camp is well co-ordinated. As long as residents are co-operating with support services, people will be able to remain at the site until they are moved into the modular units in late November when the units are ready for occupancy.
