One new member has been appointed to BC Transit’s board of directors, joining six continuing members.
The British Columbia Transit Act defines the composition of the board of directors. The board must include two mayors of municipalities or chairs of regional districts that have a transit service agreement with BC Transit, two members of the Victoria Regional Transit Commission and three other individuals. All directors are appointed through a cabinet order in council.
The BC Transit board of directors is responsible for supervising the management of BC Transit and appointing the chief executive officer. The board manages the development and approval of strategies, policies and plans necessary to fulfil government’s mandate, including approving annual service plans and annual reports. The board is also responsible for ensuring compliance with statutory obligations and legislation and for financial reporting to government.
The following new director has been appointed to the board:
- Ryan Windsor, mayor of Central Saanich and chair of the Victoria Regional Transit Commission
The following directors will remain on BC Transit’s board:
- Sherri Dee Bell, chair, former president and CEO of Camosun College;
- Marianne Alto, mayor of Victoria and member of the Victoria Regional Transit Commission;
- Paul Horn, mayor of Mission;
- Gladys Atrill, mayor of Smithers;
- Blair Redlin, former deputy minister of transportation and highways with the Government of British Columbia; and
- David Cubberley, former MLA for Saanich South, four-term Saanich councillor and member of the Saanich Bicycle Advisory Committee.
The appointment of the following board director has been rescinded:
- Maja Tait, mayor of Sooke
Ryan Windsor has also been designated as chair of the Victoria Regional Transit Commission, appointed by Rob Fleming, Minister of Transportation and Infrastructure.

- BC Transit is governed by a seven-member board of directors appointed by the Government of B.C., according to requirements specified in the British Columbia Transit Act.
- The chair of the BC Transit board is appointed from the directors by order in council.
- The board of directors, through the chair, reports to the Minister of Transportation and Infrastructure.
- The board is governed according to the Government of B.C.’s Best Practice Guidelines for Governing Boards of Public Sector Organizations.
- The Victoria Regional Transit Commission is responsible for representing the Victoria Regional Transit Service Area, including determining fares, routes, service levels and contributing the local share of funding from regional motor fuel and property taxes.
