Eleven local government employees from communities across British Columbia, recognized for their education and work experience in the local government field, are being awarded the following certificates by the provincial Board of Examiners.

Certificate in Local Government Service Delivery:

Doug Allin, director of operations, District of Peachland

Keri-Ann Austin, corporate officer, District of Coldstream

Karen Cote, director of finance, District of Invermere

Marnie Dueck, municipal clerk, City of Cranbrook

Kathleen Harrison, deputy corporate secretary, Cowichan Valley Regional District

Greg Keller, senior planner, Regional District of Nanaimo

Marlene Lagoa, sustainability coordinator, Township of Esquimalt

Michelle Martineau, deputy corporate officer, Town of Osoyoos

Certificate in Local Government Statutory Administration:

Carl Bannister, CAO, City of Salmon Arm

Kathleen Harrison, deputy corporate secretary, Cowichan Valley Regional District

Joan Merrick, CAO, Skeena - Queen Charlotte Regional District

On average, only 25 local government certificates are awarded annually to individuals in municipalities, regional districts, and improvement districts around B.C., including the City of Vancouver. Candidates qualify based on their experience and mandatory education criteria determined by the Board of Examiners.

  • The principal goal of the Board of Examiners is to improve the professional skills of local government employees throughout British Columbia.
  • Established under the Local Government Act in 1948, the three-member board represents the Local Government Management Association of B.C., the Union of British Columbia Municipalities and the Ministry of Community, Sport and Cultural Development.
