How to change the gender designation on a BC Services Card, B.C. driver’s licence and BCID

For people born in British Columbia:

  • If planning to change gender designation on a birth certificate, do that first.
  • The BC Vital Statistics Agency has information about how to update a B.C. birth certificate: https://www2.gov.bc.ca/gov/content/life-events/order-certificates-copies.
  • Upon request, the BC Vital Statistics Agency will issue a birth certificate that reflects the new gender marker. There is a cost associated with getting a new birth certificate.
  • Next, send a copy of the new birth certificate to Health Insurance BC (HIBC) to allow HIBC to update their system.
  • HIBC will send a letter when the update has been completed and direct the requestor to a driver licensing counter, such as a Service BC Centre, to have the Photo BC Services Card and B.C. driver’s licence or BCID updated, if applicable.
  • Individuals who do not want to update their birth certificate can submit an Application for Change of Gender Designation (HLTH509a) to HIBC.
  • HIBC will send a letter when the update has been completed and direct the requestor to a driver licensing counter, such as a Service BC Centre, to have the Photo BC Services Card and B.C. driver’s licence or BCID updated, if applicable.
  • If the individual does not hold a BC Services Card, they can take the completed Application for Change of Gender Designation (HLTH509a) and primary/secondary ID directly to a driver licensing office, such as a Service BC Centre, to update a B.C. driver’s licence or BCID only.
  • There is no cost with updating a BC Services Card, but there is a cost for updating a B.C. driver’s licence or BCID, consistent with the Motor Vehicle Fees Regulation.
  • Individuals changing their gender designation who are only eligible for a non-photo BC Services Card are not required to visit a driver licensing counter. HIBC will confirm the request has been processed and an updated non-photo BC Services Card will be sent to the individual.

For people not born in B.C., but who were born in Canada and are now B.C. residents:

  • If planning to change gender designation on a birth certificate, do that first by contacting the issuing Vital Statistics Agency.
  • Once a new birth certificate has been received, submit a copy to HIBC, if applicable.
  • Individuals who do not want to update their birth certificate can submit an Application for Change of Gender Designation (HLTH509a) to HIBC or take directly to a B.C. driver licensing office.
  • HIBC will send a letter when the update has been completed and direct the requestor to an ICBC counter to have the Photo BC Services Card and B.C. driver’s licence or BCID updated, if applicable.
  • The Vital Statistics Agency cannot change gender designations on birth certificates from other jurisdictions.
  • Minors’ gender-change applications (HLTH509B) also require parental consent.
How to change the gender designation on a B.C. birth certificate

For people born in British Columbia:

  • Each applicant for a change of gender designation needs to:
    • Fill out an adult application if 19 or older.
    • Fill out a minor application if under 19.
    • Adults and people 12 and older will no longer require a physician’s or psychologist’s confirmation of change of gender designation.
    • Children 11 and younger will be required to submit a physician’s or psychologist’s confirmation of change of gender designation.

For people not born in B.C., but who were born in Canada and are now B.C. residents:

  • Apply for a gender change in the province or territory where born.
