More information about Covenant House Vancouver

Covenant House Vancouver operates all three project phases and provides youth with on-site services, including life-skills training, education and employment opportunities, case-management services and access to clinical supports through its Rights of Passage program.

In March 2024, the Province announced the creation of the Sanctuary program at Covenant House Vancouver, which provides young people experiencing homelessness with support for those recovering from substance-use and mental-health concerns. The program will open this month.  

Phase 1, 1302 Seymour St.

  • Phase 1 of Covenant House Vancouver was completed in February 2019.
  • The Province, through BC Housing, provided $5 million in funding toward Phase 1.
  • The federal government, through the Canada Mortgage and Housing Corporation (CMHC), contributed $5.1 million through the Affordable Housing Fund.
  • The building contains 28 housing units for at-risk youth in the community.

Phase 2, 1280 Seymour St.

  • Phase 2 of Covenant House Vancouver was completed in July 2022.
  • The building contains 40 shelter spaces. When necessary, capacity can be expanded to allow a maximum of 80 spaces overall.
  • The Province, through BC Housing, provided a grant of approximately $2.5 million (investment through the Housing Innovation fund) for the project and will provide approximately $475,000 in annual operating funding.
  • The federal government, through CMHC, contributed approximately $8 million through the Affordable Housing Fund.
  • Covenant House Vancouver contributed approximately $24 million, secured through independent donations.

Phase 3, 326 West Pender St.

  • The project has a capital budget of approximately $11 million:
    • The Province, through BC Housing, has provided $4.5 million in capital funding through the Shovel Ready Housing program.
    • Covenant House Vancouver has provided $1.3 million cash equity.    
    • A private donor provided $1 million in grant funding.
    • The federal government, through CMHC, provided approximately $1.9 million through the Rapid Housing Initiative.
    • Infrastructure Canada provided $2.3 million through Reaching Home Grant Funding toward the conversion of 19 shelter units to transitional housing units.  
  • The Ministry of Employment and Social Development of Canada provided $10,000 in funding through the Canada Accessibility Grant.
  • The City of Vancouver has leased the property to Covenant Housing since 2001 and has extended the lease to 2064 at a nominal rate to secure the capital funding for the project.
