Details on the agreement between the Province and Surrey

The Province has agreed to: 

  • a financial contribution of $30 million per year ($150 million in total) until 2029 to assist with transition costs from the RCMP to the SPS;  
  • a financial commitment of as much as $20 million per year (up to $100 million in total) if SPS actual salary costs are higher than what the city would have paid for RCMP salary costs from 2029 to 2034;   
  • reinstatement of the Surrey police board by early 2025 and consult with the city on potential appointees; and 
  • establishment of an advisory budgetary committee, including ministry representatives, the SPS police board and city representatives, to ensure the transition is implemented cost-effectively. 

The City of Surrey has agreed to: 

  • fully support the transition and take all necessary steps to ensure the success of the transition to the Surrey Police Service;  
  • continue working with partners to finalize transition planning documents and allocate adequate SPS budgets following the city’s obligations under the Police Act;
  • not levy a separate police tax for any costs relating to the police transition for a period of 10 years; and 
  • the city will provide SPS access to required space and operational needs including access to payroll, IT and other operational systems.
