Facts about B.C.’s Low Carbon Fuel Standard
  • The Low Carbon Fuel Standard (LCFS) is one of B.C.’s most effective climate policies, avoiding more than 3.7 million tonnes of greenhouse gas emissions globally in 2023, and a total of more than 22.6 million tonnes between 2010 and 2023.
  • The LCFS was implemented in 2010, requiring fuel suppliers to blend a minimum percentage of renewable fuels, also known as biofuels, with gasoline, diesel and jet fuel and to progressively lower the carbon intensity of the fuels they supply in B.C.
  • The regulation provides a variety of compliance pathways for fuel suppliers to choose their lowest cost of compliance option, such as: 
    • supplying lower-carbon fuels that displace fossil fuels, including ethanol, biodiesel, renewable diesel, sustainable aviation fuel, electricity, hydrogen and renewable natural gas;
    • acquiring low-carbon fuel credits from another supplier that supplies low-carbon fuels; or
    • entering into agreements with the Province to obtain credits for undertaking activities that increase the production and use of low-carbon fuels and reduce greenhouse gas emissions.
  • In spring 2022, the Province passed the Low Carbon Fuels Act, which was brought into force on Jan. 1, 2024. This act:
    • broadened the scope of the LCFS to cover jet fuel, non-transportation applications of gasoline and diesel fuels;
    • expanded and updated the Initiative Agreement program; and
    • made administrative improvements to the LCFS.
