B.C. is amending the Zero-Emission Vehicles Act to support automakers, while continuing to boost consumer choice and affordability for people switching to zero-emission vehicles (ZEV).
“B.C. is a leader in electric vehicle (EV) adoption in North America, and in leading, we are giving people greater choice while reducing air pollution and emissions in our communities,” said Adrian Dix, Minister of Energy and Climate Solutions. “We are recalibrating our ZEV targets to be consistent with the federal government’s new ZEV policy and to give industry and consumers greater flexibility. We will continue to support British Columbians by expanding our charging networks that will use clean, made-in-B.C. energy to power vehicles.”
The amendments build on ZEV regulation updates from November 2025 that reward automakers for making ZEVs more accessible through offering discounts, zero- or low-interest financing or charging infrastructure supports.
B.C. is also expanding investment in public charging by funding 75 new public EV-charging projects in communities throughout B.C. through the CleanBC Go Electric public charger program.
Legislative amendments
The Province is making amendments to the ZEV act to revise its ZEV sales targets, broadly aligning them with the ZEV sales goals the federal government expects to achieve through its updated fleet emission standards. The alignment will provide certainty for automakers, reduce their regulatory burden and support them in addressing challenges, such as slower than expected consumer adoption driven by supply chain disruptions and U.S. tariffs.
The specific amendments that are being made to the act are:
- reducing the 2035 ZEV sales target from 100% to 75%
- removing the prohibition on the sale of new internal-combustion-engine vehicles from Jan. 1, 2035
- shifting the 2026 and 2030 ZEV sales targets to only the ZEV regulation to allow greater flexibility to adapt to changing market conditions
Amendments to the regulation will be made by fall 2026. The updated regulation is expected to retain the 26% ZEV sales compliance requirement for 2026 and 2027. Compliance requirements for 2028-30 will be informed by federal plans on its fleet emission standards expected in summer 2026.
The revised mandate will continue to drive more ZEV models of various price ranges to B.C., helping to reduce air pollution and emissions from B.C.’s largest emitting sector.
Expanding charging infrastructure
The Province is continuing to invest in the broader ZEV ecosystem readiness to support the growing number of ZEVs, currently nearly 230,000 in B.C., on the road. The CleanBC Go Electric public charger program is providing $19.1 million to build 75 new public EV charging projects, which will include 277 direct-current fast-charger ports and 51 level 2 charger ports.
Forty-one communities throughout B.C., including high-traffic urban centres such as Vancouver and Richmond, as well as communities along major transportation corridors, such as Revelstoke and Kamloops, are benefiting from the new charging stations.

- B.C. is a leader in charging-infrastructure deployment with one of the largest and growing public charging infrastructure networks in Canada.
- As of Jan. 1, 2026, there are more than 8,800 public charging ports (6,443 level 2 ports and 2,417 fast-charging ports) in B.C., an 86% increase from 2023 (4,756 public chargers).
- Since its launch in September 2020, the CleanBC Go Electric public charger program has provided more than $60 million for 200 public charger projects throughout B.C.
