To encourage more housing supply for people and families in the District of North Saanich, the Province has appointed an adviser to work with the municipality to understand the barriers and support the community in meeting its housing targets.
“The housing crisis is hurting people. That is why we’re working with municipalities as key partners to get more homes built, faster,” said Christine Boyle, Minister of Housing and Municipal Affairs. “The District of North Saanich has already done some initial work, and we want to make sure they have the support they need to meet their targets. The adviser will work with the municipality to leave no stone unturned, helping open the door for more homes for seniors, young adults and growing families in the community.
Adviser’s review of municipal progress
The adviser, appointed by Boyle, will begin their work with the district on Jan. 19, 2026, for an estimated two months. The value of the contract is up to $49,850, including the review and the final report.
The adviser’s role will be to review the policies and actions taken by the municipality, and to provide a report that takes a solution-oriented approach to its recommendations. Boyle will then review the report and determine if further compliance action is required.
“The District of North Saanich recognizes the urgency of addressing housing supply challenges and remains committed to working collaboratively with the Province,” said Peter Jones, mayor of North Saanich. “We will co-operate constructively with the advisory process and look forward to recommendations that help address structural constraints and enable meaningful progress on housing delivery.”
Support for municipalities in meeting targets
- This appointment follows evaluation of the District of North Saanich’s Year 1 housing-targets progress report.
- The District of North Saanich delivered 12 net-new units of its 60-unit target.
- The district does not have sufficient units in the development pipeline to meet future years’ targets.

Housing targets delivering new homes
Since September 2023, housing targets have delivered 25,700 net-new homes for people across 30 municipalities, giving seniors, families and young people more options in finding a place to call home. Over the next five years, more than 172,000 net-new homes are expected to be delivered through the program.
Through a historic $19-billion investment, the Province has more than 93,600 homes delivered or underway in B.C. since 2017, including approximately 6,500 homes in Greater Victoria.
