Government introduced amendments to the University Endowment Land Act to the legislative assembly on Wednesday, April 1, 2026.
These amendments will enable the enforcement of University Endowment Lands (UEL) bylaws through ticketing in accordance with the municipal ticketing framework established in the Community Charter and regulations.
If passed by the legislature, the University Endowment Land Act will be amended to:
- enable the enforcement of UEL bylaws through ticketing in accordance with the municipal ticketing framework established in the Community Charter and regulation
- allow the UEL to set out ticketing offences and bylaw fines as high as $3,000
- establish that fines collected via ticketing may offset some of the operational costs of enforcement through ticketing
- allow UEL bylaw enforcement officers to prosecute tickets in Provincial Court

The UEL Act, established in 1907 to fund UBC, is missing a modern enforcement tool for the enforcement of minor bylaw contraventions like parking infractions and nuisances. Currently, these bylaws can only be enforced through Offence Act prosecutions or civil proceedings, which are time consuming and expensive.
